  Code is being published GENERALLY under the GPL.  As with other efforts, it's 
really up to the author of the code what happens with it.  As example, the 
original Perl modules are under Artistic Licence.  Others may choose to donate 
their code under other licences.  The Jabber CORE, however, should require GPL..
