Absolutely, 0.7 is all about foundation.  Most of the work going into it
and yet to be done for 0.7 is below many of these issues, more at the
network, XML, modules, and sessions layers.  But, it is also important to
consider how big of a skyscraper you are building when laying the
foundation ;-)
