[JDEV] Voice Chat

I just checked it out....looks nice but rather complicated.
I think RogerWilco is better BUT it doesn't have an open source effort.
I still think the issue here is a streaming binary interface -- binary
packet delivery with buffering -- all we need is a good codec!
