If the server allows it, yes.  This will undoubtedly be a fairly
restricted feature, have rate limits, etc, but it is important for some
servers to have(such as representing a random user browsing a web site and
sending an IM to the site owner via a simple web client).

You wouldn't have any "identity" on the server unless you had a user
account though.
