Imagine a users home server, while up is unable to communicate with the
outside world, or at least another jabber server for some time.

They should all probably be RECEIVED, what if multiple server to server jumps
occur?

I might suggest that all times be sent in the seconds since somthing
(UNIX epoch?) GMT. And when the user requests the message from the server, he
provided with it, tranlated into a local(server) string format?
