[JDEV] Win32 Clients

Can someone please help in briefly explaining the steps to connect to #jabber on
irc.linux.com (where can I get a IRC client for Windows)?.
Can I test the clients only on a running Jabber server ? How to register to the
server?
Why aren't the Win32 client sources available?

I think all this information is not easily accessible for someone not deeply
involved in the project.
