Yes, we'er sorry, we're moving so fast it is really hard to stay on top of
documentation, and the documentation team consists of pretty much one person.
http://protocol.jabber.org has s decent setup of what is involved in the
current (and fairly stable except for minor changes) protocol.  The best way
to get the latest information is to join #jabber on the openprojects IRC
network (try irc.linux.com).  Jer, myself, and others are usually in there.
As for your first question, one is currently being worked on.
