[JDEV] CTCP/IPs, was MIME/XML

I have a CTCP negotiation constructed in a modified version of the Jabber
protocol I've been working on. (I wish I knew how to construct DTDs, because
then I wouldn't have to create these elaborate example documents. :()

Basically, I've linked CTCP in with a presense announcement system. When you
want CTCP you get the contact info from the presense announcement and
connect using an arbitrary protocol agreed upon beforehand.

I'll be posting the handshaking spec (in whatever processed form) after Jer
posts up his FTP recommendations and other documents to the lists.
