<DIV>I am writing a Jabber client that will have the ability to share documents
and pass messages telling other clients what files are available.</DIV>
<DIV>Can anyone tell me whether it is necessary to write a server, or will a
suitably written client be able to handle the messages i want to
pass?</DIV>

users can see what is available. If this is relevant to them, then they can
