[jdev] Omemo: confused by devicelist via pep

I suspect you’re missing the magic presence subscription mechanism PEP uses. You automatically subscribe to PEP nodes that you indicate in your caps that you want to using +notify features.

Searching 163 for +notify will probably help here.
