[jdev] Offline messages XEPs interoperability (XEPs 0013 and XEP-0160)

I actually had to customize mod_offline for a customer because ejabberd
didn't implement XEP-0013. Unfortunately they weren't willing to submit
back the changes that added it. The flexible offline message retrieval
itself was key to avoiding lost messages in their mobile app due to
constraints of their xmpp implementation on iOS.
