Well if you want to broadcast only to online presence subscribed users 
it's pretty trivial to achieve in Metronome either programmatically via 
the user's service pubsub API or (now) as an admin just by publishing 
the item on the user's service as all server administrators are granted 
service wide owner affiliation over each user pep service.
