server1 has 100 online users
server2 has 100 online users
the servers are disconnected.
Now the servers connect.
The online users won't send probes so they won't know about users on the
other server
until they sign out and login again.
It might be acceptable but it's not completely in sync unless the server
send probe on behalf of already online users.
