[jdev] GSoC proposals

Hi all,
  Applications from students will open tomorrow, so our ideas page
must be in shape by then. At the moment there's something of a dearth
of projects there, and those that are there are underexplained. If
anyone has a chance today, could they please make sure that any
proposals for their projects are there, and have suitable descriptions
and details. Students need to know what's involved and how difficult
it is, at the minimum.
