The PEP memory leak in Openfire is documented here http://issues.igniterealtime.org/browse/OF-82 however it has been fixed in the latest beta apparently. It is just a bug though and has nothing to do with the scalability of the PEP spec.

Another point to be made is not all XMPP servers are public with 2 million users - many deployments are private or small and can still benefit from a solid PEP implementation.
