[jdev] XMPP stream packet ordering

Hello.

I am under the impression that XMPP servers are obligated to ensure the
order of packets sent between XMPP entities is unchanged.
But I am searching through the XMPP RFC documents and I cannot find a
relevant section.

Is there such a requirement or servers are allowed to mix the packet
ordering?
