[jdev] Send message to ID not in buddy list

Hi,

Is it possible to send a message to an ID that's not
in once's buddy list? With my very very limited understanding
of how XMPP works technically this sounds possible, because
the server knows the whereabouts of an ID. But I'm not
sure if the server allows it.
