[jdev] XEP-0174 (Link-local) support in Smack

Hi,

I have written an implementation of XEP-0174 (Link-local) for the
Smack library, and would be happy for some input. There is an general
explanation of how it has been done, and how Smack has been changed on

If anyone wants a tar-ball of my git-tree instead of using the diff
file, feel free to ask.
