When the receiving party explicitly denies accepting a packet,that means
that there is no connection anymore.
There is nothing more you can do but reconnect.

$ cat /proc/sys/net/ipv4/tcp_keepalive_time 
7200
$ cat /proc/sys/net/ipv4/tcp_retries1 
3
$ cat /proc/sys/net/ipv4/tcp_retries2
15
$ cat /proc/sys/net/ipv4/tcp_synack_retries 
5
$ cat /proc/sys/net/ipv4/tcp_syn_retries 
5

There are many more.
Tuning them requires good knowledge of TCP internals.
