You might want to try versus recent jabberd 2.
It has both XEP-0198 and XEP-0199 implemented.

- Both pongs work at the application layer, so the credibility is
similar.
- XEP-0198 pongs are lighter but XEP-0199 pongs work even without
implementation.

It's hard to me to decide which is better. :-)
