[jdev] new StartCom root cert

FYI, at some point StartCom will transition to using the following root
certificate:

http://www.startssl.com/sfsca.crt

The old root currently used by the XMPP ICA will be valid for quite some
time, but developers might want to include the new root in their
software since at some point the XMPP ICA will transition to using the
new root.
