This is being clarified in version 1.5:

http://www.xmpp.org/extensions/tmp/xep-0115-1.5.html

In particular, a 1.5-compliant caps generator MUST include the 'hash'
attribute.

Now if only the remaining XMPP Council members would vote on this.
Speaking of which, I'll poke them now. :)
