[jdev] Test Fests

We have started to deploy a special online network of XMPP servers for
testing ("special" in the sense that you must register to use it -- it's
 a long story about making corporate vendors comfortable):

Now it's time to start using that network.

I propose that each month we hold a "test fest" -- e.g., a week or a few
days of testing devoted to a particular XMPP extension. This would serve
several purposes:

1. It would help get everyone "on the same page" regarding the protocol
we're testing.

2. It would help us clarify the relevant specs.

3. It would provide implementation experience that can help us advance
the relevant XEPs to Final in the XSF's standards process.

Here are some possible protocols to test early on:

XEP-0012: Last Activity
          http://www.xmpp.org/extensions/xep-0012.html

XEP-0066: Out of Band Data
          http://www.xmpp.org/extensions/xep-0066.html

XEP-0085: Chat State Notifications
          http://www.xmpp.org/extensions/xep-0085.html

XEP-0138: Stream Compression
          http://www.xmpp.org/extensions/xep-0138.html

Naturally, we'll need multiple implementations in order to test, so
we'll need to choose specs that are widely implemented. If you have
suggestions for other protocols, feel free to chime in. And of course
we'll need client and server developers to join the interop network. I
plan to start recruiting people more actively for that real soon now.
