[jdev] No File Transfer option on Jabber Messenger

What am I missing here? the guide says just right click and the option is 
there.

tried to edit the systempreferences.xml but the value is already 'true' so 
changed nothing. 
How can I enable file transfer?

and while I'm on it, I need help on configuring the server side for basic file 
transfer. The help files from jabber are quite extensive but they don't show 
examples!
