[jdev] Clarification about Global Communication Blocking

Had a question regarding global communication blocking.  If global
communication blocking is enabled for a given jid, does it mean that
subscriptions to/from are to be blocked as well?

There is a special note in the RFC that states that subscriptions are
not to be treated as presence notifications.  Does it hold true in
this case as well?
