[jdev] Question about privacy list pushes

Hi,

rfc 3921, sec 10.2.10 states -

These "privacy list pushes" adhere to the same semantics as the
"roster pushes" used in roster management, except that only the list
name itself (not the full list definition or the "delta") is pushed to
the connected resources.

Does it means that the privacy list push will be sent only if the
resource has retrieved the privacy list in the first place?  IMO, it
makes sense that way.  And if it should be so, maybe it can be added
to rfc3921bis?
