Well, aside from gateway implementation issues (hardcoding resources),
it seems to me that entities other than IM users could engage in file
transfer -- e.g., it would be cool to be able to attach a file to a
multi-user chat room via JEP-0065. So I think the requirement is overly
restrictive, especially since it does not seem to be security-critical
(and for example proxy65 doesn't enforce it anyway).
