That protocol isn't finished yet. With the release of libjingle, they  
clearly stated that the first release of the library was one to  
interoperate with gtalk, and that they were going to make it evolve  
together with the JEP. So right now, i wouldn't be surprised that  
libjingle works according to the JEP (because there was no JEP when  
Google Talk started), but it will over time.
