Unfortunatly not.  The 'jabber federation' is controlled by DNS - just
like email.  It's the same as asking:

I am wondering if it's possible to discover the email server install
base starting by only one email server. I would like to put a email
server name in the client, and ask the server the list of other email
servers it knows.
