No.

Feature Negotiation allows the *agreement* of features that may be
specific to the relationship between the entities and specific to the
particular situation.

Entity Capabilities is about *advertising* support for capabilities that
are typically available for everyone (a more efficient Service
Discovery). [It doesn't make Service Discovery obsolete because entities
depend on Service Discovery to find out what each new combination of
entity capabilities means.]
