0008 says: "If the first method fails, the second method that should be

Well :-) that's easy. Don't implement storage it in the client. Thank
you to the authors for so much foresight, flexibility, and freedom.
As I see it, the best way currently is to use 0008 with server storage
and be comaptible with others storing a PHOTO in the vcard (0153). But
0008 is not supported by newer servers. If you want to be compatible
with all servers, use 0153 only. If you want to save the world, then you
could implement 0084 on SPPS and guide us to the light.
