It is not a registered namespace because the protoJEP was never even 
published as a JEP, let alone advanced through the JSF's standards 
process. The Jabber Council at the time had some feedback for the author 
of the "protoJEP":

However, the author did not respond to the questions or provide an 
updated version of his proposal. But he did say that he would implement 
it in his gateway projects:

So it is a kind of custom or non-standard protocol that uses an XML 
namespace with a jabber.org URI, which seems potentially confusing.
