A JEP wouldn't help for the actual implementation, because it's different on
every server and not something an external component could easily do.  
Maybe if
the feature gets common and people start needing a standard way to edit 
the list
of filters, _then_ a JEP would be useful.

It is vaguely like privacy rules though.  Just privacy rules where one 
nazi gets
control over all users' filters.  And where it can match on text. :-)
