If you haven't already, check out the clients on
http://www.jabber.org/software/clients.shtml.  You may find something
that fits your needs or is close to it.  If you find something that
you would like to be customized or changed, if I were you I would go
to the project's homepage and see about contacting the developers of
that particular piece of software.

Same goes for the servers, except that I think it very likely that one
of the open-source server projects would fit your needs without
customization, since your requirements seem to be strictly related to
the features on the client-side.
