Out of curiosity, why doesn't the USGS or you use the CAP protocol for this?
I see that other agencies do. See http://dma.jrc.it/Services/gdas/ and
http://dma.jrc.it/services/dss/alerttools/alerttoolsxml.asp for an example
of CAP alerts of earthquake data provided by the EU.
Are you considering translating their data format into the CAP JEP protocol?
You can just do this at your pubsub.com server. If you do, I would be happy
to test it since I already have the CAP JEP-0127 and parts of the pubsub JEP
implemented. I am loathe to implement another format, especially since the
CAP format should be able to cover all use cases.
Generic support for delivering CAP alerts via pubsub would be a useful
feature for pubsub.com.

I'd appreciate it if folk who are familiar with JEP-0060 could take a look
at the support we're building into PubSub for distributing customized
real-time feeds of XML encoded Earthquake data using PubSub's implementation
of JEP-0060 PubSub protocol. These feeds will include Tsunami warnings when
they are issued.
This is a real-time feed and, as far as the folk we work with at USGS know,
it is the only real-time earthquake data feed in XML format today. (Thus,
this is a unique service for Jabber/XMPP!) Please play with it and consider
supporting these feeds in any client you might be developing. Also, please
send me any comments you might have.
