Windows/MSN Messenger does this as a by product of the way it is designed as 
when you chat with anyone it creates a "room" for you even if its just 
one2one, so it doesnt do any converting, it just simply invites any other 
people you want to chat with into that "room".

I believe its already defined in the protocol as someone has already 
mentioned, so its just a matter of client and server developers implementing 
the full MUC protocol.
