Alexey,
I haven't been able to find any docs describing this idea so I don't know what the process is exactly. Am I along the right track when talking about creating individual .xml files in my spool directory for my server that point all users to every other users *in* each users' .xml file? Is that the kind of scripting I need to be looking into?

Yes, JUD will not do it.

It is possible and many companies already uses this. It is done with corporate
jabber server and relatively simple scripting.

It is not labor-intensive, at least when you are used to read docs and write
scripts. Though if you will find the process frustrating - I can help (as the
many other on this list, I believe).
