[jdev] six validated JS projects

In accordance with the instructions posted at www.jabberstudio.org, 
I have validated the CVS and WWW files (code and docs) for the 
following JabberStudio projects of which I am owner or admin:

council
ietf
jeps
memberbot
proxy65
registrar

None of these projects has release files, therefore MD5 checksums 
have not been generated.

In addition, I have reviewed the "protocol" project and have found 
it to be redundant, so that project can be safely deleted. Also the
"jecl" project never contained any code, so it too can be safely 
deleted.
