extended stanza addressing is the jep for it: 
http://www.jabber.org/jeps/jep-0033.html#addr-type-cc

But in any case you would need to use BCC instead of CC, because the 
messages should be delivered anonymously to all people in a chatroom, 
for the protection of the private jid of users.
