It could be easly handled client-side with a menuitem, plug-in, script
- "resync roster",
that just iterates over roster and sends subscribe requests to
contacts subscription 'to' or 'both'.

I feel like acknowledging that inconsistencies may happen in "The Wild
Internet",
but I do see a need of roster-sync JEP for Corporate deployment etc.
