I'm not sure it could address every single feature you listed out of the
box, but we created Jive Live Assistant to handle just this sort of
problem area -- http://www.jivesoftware.com/products/liveassistant. Live
Assistant adds queuing and routing functionality to XMPP as well as a
lot of tools specifically aimed at customer support environments.
We have several customers with similar setups to what you listed, so I
think Live Assistant would do what you're looking for with only a few
customizations.
