[jdev] transport to ICQ via Net::Jabber

First try to use ICQ transport via "usual" client (f.e. psi). When you will 
feel ok with it - you will be able to easily use any good jabber library 
since sending messages to foreign account do not differs from sending them to 
native accounts.
