[jdev] JEP-0050 implementation

The xmpp.py transport has a working implementation of some of the
jep-0133 commands.  (I've been testing them with the Psi ad-hoc
branch.)  The most interesting is the command that allows you to
adjust the list of admin jids live without restarting the transport (I
was quite chuffed when I finally got that fixed *grin*)

PyMSNt also has Ad-Hoc (as Sander metioned), but it's purely a single
stage command to return statistics.
