[jdev] Licence of two files in jabberd14

Hi Temas,
as you know in general jabberd14 is dual licenced JOSL+GPL and we have
this as a licence declaration in nearly any code file of the jabberd14
server.
There are two thinks I'd like to know:
The file jabberd/jabberd.h has only the JOSL licence and no GPL. Jeremie
had changed the licence of this file at 2002-02-04 to be dual licenced
JOSL+GPL

but within the commit you made at 2003-02-19
(http://webview.jabberd.org/cgi-bin/viewcvs.cgi/trunk/jabberd14/jabberd/jabberd.h?rev=865&r1=790&r2=865)
you reverted this change without any notice of it in the commit message.
I expect that this was not on purpose and that this file can still be
dual licenced. Is this correct?
At 2001-01-11 you added the file jabberd/mio_ssl.c to the jabberd
repository. This file is missing a licence declaration from the
beginning. What is the licence of this file? Is it JOSL+GPL as the other
files?
