Sounds good to me. I assume the import tag will have it's own namespace.

Perhaps you can even add some more functionality to the import tag, for  
example the group(s) that the contact was in on the legacy network, and a  
suggested nickname.

So you'd get something like:

<presence from="user%hotmail.com at msn.host.com" to="user at host.com"  
type="subscribe"/>
<import xmlns='http://jabber.org/protocol/import'>
<group>JDEV</group>
<nick>James</nick>
</presence>
