[jdev] karma on socket(accept) transports on 1.4.x

On 1.4.2 jabberd, is a default karma assigned to unspecified <accept>
tags within <service> tags?
 
Example:
<service id="x">
<accept>....</accept>
</service>
 
Is there any karma assigned in the above, or is it not rate limited in
any way?
