Just before that paragraph: "I already wrote about encrypted server to
server communications, that I established with syndicon.de using IPsec
(encrypted and authenticated IP packets)."

So the paragraph you quoted deals with IPsec and is therefore totally
unrelated to XMPP s2s TLS.
