This supports my view of the world.

HTML4 is a finalised specification.

XHTML-IM is an experimental specification (not even in draft.)

Having certification for finalised parts of the specification would probably 
be a good idea, and then I think it would be fine to go through some sort of 
logo testing (as long as it didn't cost money, of course...)  but requiring 
people to be certified for a feature which isn't even in draft like XHTML-IM 
would be tantamount to putting bragging stickers on your web site saying your 
site is valid XHTML 2.0 (which is actually in draft though, unlike XHTML-IM.)
