You might as well ask what the best tool is to start *ANY* development 
quickly.

The answers you will get back will be the same.  A scripting language, or 
perhaps Java, or perhaps even .NET if you feel like being bound and gagged 
when Microsoft decide that only Windows is permitted to run it.  (But by the 
looks of the other development languages you mentioned, it might just be the 
case that you simply don't know OSes other than Windows exist.)

P.S. "skinability" is evil.  That's the job of the GUI toolkit, not your 
application.  Do me (and every other user on the planet) a favour and decide 
NEVER to implement this shitty feature in your app.  Save the world from yet 
another crappy skinnable app and the associated flurry of skins which people 
feel obliged to port to yet another framework.
