[JDEV] Component Requesting All Packets

I'm currently writing a Jabber2 component to log messages.

At the bottom of the default router.xml there's a comment on
how to allow a component to request all packets, so that'll
cover the server end.  However, I don't know how to make my
component request to receive all of said packets.

Any help would be greatly appreciated.
